Cooperation Between Charitable Organisations and the State in Housing Restoration.
The state programme ‘eVidnovlennia’ continues in Ukraine providing funding for the repair of housing damaged by shelling. Flat owners are eligible for compensation of up to 350,000 hryvnias, whilst owners of private houses can receive up to 500,000 hryvnias.

However, if the amount of compensation exceeds the set limits, the payment will be capped at the maximum amount. Anything exceeding these limits is not covered by the programme. In such cases, Charitable Foundation "Angels of Salvation", in collaboration with the UN Refugee Agency (UNHCR), helps to partially restore the property to reduce the amount of damage and enable the owner to reapply for the state assistance.

“Many families are caught in a difficult situation where the damage to their homes is simply too extensive for the state compensation programme alone to cover. By complementing the Government’s efforts with such repairs, we are helping more families qualify for state support and continue restoring their homes. This kind of cooperation is critical to helping people recover faster from the impact of the war,” said Andrii Shpak, Assistant Shelter Officer at UNHCR Ukraine.

This is exactly the situation Tetyana's family from Kharkiv found themselves in. After submitting a claim, a special commission assessed the damage at over 560,000 hryvnias, which significantly exceeds the maximum payment amount for damaged flats.
In 2025, the family’s home suffered significant damage. Windows were shattered, entrance and interior doors were ruined, the ceiling and walls were partially destroyed, and the bathroom tiles and furniture were wrecked.
“My husband miraculously survived; he managed to get out of the kitchen just seconds before the explosion,” the woman recalls of the events of that day.

As it turned out, debris had also damaged the building’s roof, so when the rainy weather set in, the flat began to flood. This led to even greater damage: the walls and ceiling became damp, the wallpaper peeled away, and the furniture and household appliances were ruined.

Furthermore, in the winter of 2026, the boiler house that supplies heating to their neighbourhood was also harmed by shelling. Without heating, the radiators cracked and had to be removed. That left the flat completely unsuitable for living in and in need of immediate repairs.
Tetiana applied for funding under the ‘eVidnovlennia’ programme, but her application was rejected, so the local authorities referred her to the Charitable Foundation "Angels of Salvation" for partial repairs. This support typically involves restoring the building’s thermal insulation and carrying out essential repairs.

“Cooperation between local communities, international partners and national organisations helps to address urgent needs quickly and effectively, and to restore damaged housing more efficiently. At the same time, this approach enables assistance to be directed precisely where it is needed most — particularly in cases where affected families are unable to benefit from state support programmes,” — says Liliia Bondarenko, Project Manager at the Charitable Foundation “Angels of Salvation”.

To date, our staff have already installed windows and are beginning preparations for the ceiling repairs. Once the repairs are complete, the woman can reapply for compensation and continue with interior repairs and restoration work, this time funded by the state.
This flat means a great deal to the Honcharenko family. The woman explains that her family has lived there since 1932. She first visited her grandparents there, later lived in the flat with her husband and children, and eventually welcomed her grandchildren there.
“I hope we’ll be able to restore our flat, get back together again, and that everything will be alright,” says Tetiana.
